Statewide ESSA Title IV, Part A Capacity Building Initiative

 

The Title IV, Part A Capacity Building Initiative is funded by the Texas Education Agency (TEA) and staffed by Region 14 Education Service Center. This website provides a central hub of resources for best practices and compliance for Title IV, Part A.

This Initiative is designed to provide sustained support and work cooperatively with Education Service Centers (ESCs) to build the capacity of school systems statewide in three Title IV, Part A content areas: well-rounded education, safe and heathly students, and effective use of technology.

Content Areas

Well-Rounded Education

The purpose of a well-rounded education is to provide an enriched curriculum and education experiences to all students.

Safe & Healthy Schools

A purpose and allowable use of T4PA funds is to foster safe, healthy, and drug-free environments that support student achievement. T4PA intends to provide funds for student physical and mental health that promote a safe learning environment rather than focusing on hardening school facilities for security purposes.

Effective Use of Technology

The purpose of an effective use of technology is to improve the academic achievement, academic growth, and digital literacy of all students.

  • Funded by the Texas Education Agency (TEA) and staffed by Region 14 Education Service Center, this Initiative provides a central hub of resources, compliance toolkits, and best practices. Our mission is to provide training, resources, guidance, knowledge, and capacity under Title IV, Part A, focusing on each of the three content areas: well-rounded education, safe and healthy students, and effective use of technology. 

    These resources are provided Education Service Centers who will deliver to school districts in their regions. Knowledge of State Mandates provides ESCs and school systems the information needed to avoid supplanting Title IV, Part A funds. ESCs can access additional information and resources by using the website menu.

     

  • Title IV, Part A Grant (T4PA), also known as the Student Support and Academic Enrichment (SSAE) grant, is a federal program that provides funding that schools can use to make sure students get a broad and well-rounded education, improve the overall learning environment, and integrate technology into teaching and learning. School should be a positive and enriching experience for all students. The goal is for the funding to create a Title IV, Part A program aligned with student needs rather than being just a "funding source" for unrelated activities that don't align with the program's objectives. 

    The program grant provides federal funding allocations to LEAs in the following areas:

    • Provide all students access to a well-rounded education
    • Improve school conditions for student learning (safe and healthy students)
    • Improve the use of technology to improve the academic outcomes and digital literacy of students
