Application Process Overview

How do LEAs apply for and use Title IV, Part A funds?

Title IV, Part A is one program in the ESSA Consolidated Federal Grant Application. This is a consolidated grant for the following federal programs:

Title I, Part A • Title I, Part C • Title I, Part D • Title II, Part A • Title III, Part A • Title IV, Part A.

Funding Allocations

LEAs receiving at least $30,000 in T4PA funds must allocate the following percentages to each of the content area.

20% for Well-Rounded
20% for Safe and Healthy
Some percentage for Effective use of Technology (of which up to 85% can be allocated to professional development and no more than 15% can be allocated to infrastructure)
- An LEA may not use more than 15% of the portion of funds identified for the effective use of technology content area to purchase technology infrastructure, including the purchase of:
  - devices, equipment, and software applications to address academic readiness shortfalls;
  - blended learning technology software and platforms;
  - digital instructional resources;
  - initial professional development activities; and
  - one-time information technology purchases.
- Purchases for technology infrastructure may not include significant construction or the renovation of facilities.

LEAs receiving less than $30,000 in T4PA funds may choose only one content area to which funds are allocated.

If an LEA chooses to focus on the Effective use of Technology content area, the following percentages apply:
- Up to 85% allocated to professional development
- No more than 15% allocated to infrastructure
  - An LEA may not use more than 15% of the portion of funds identified for the effective use of technology content area to purchase technology infrastructure, including the purchase of:
    - devices, equipment, and software applications to address academic readiness shortfalls;
    - blended learning technology software and platforms;
    - digital instructional resources;
    - initial professional development activities; and
    - one-time information technology purchases.
  - Purchases for technology infrastructure may not include significant construction or the renovation of facilities.

Other Title IV, Part A Application Requirements

LEAs must also consider the following when allocating funds and preparing the ESSA Consolidated Application.

Prioritize Fund Distribution

An LEA does not have to distribute Title IV, Part A (T4PA) funds to all campuses. However, per ESEA Section 4106(e)(2)(A), the LEA or consortium must formally assure it will prioritize funding based on specific criteria. Prioritization must focus on campuses that: - Have the greatest needs - Serve the highest number/percentage of low-income children - Are identified for comprehensive or targeted support and improvement - Are designated as persistently dangerous (ESSA Section 8532)

Equitable Student Supports

The LEA will increase opportunities and access for all students through grade 12 who are members of groups underrepresented students and underserved areas. [ESSA Section 4104 (3)(a)]

Provide Private Nonprofit (PNP) Equitable Services

The PS3099, Private School Equitable Services schedule, is in the eGrants ESSA Consolidated Federal Grant Application. LEAs must also consult with private school officials to identify the needs of eligible private school students and teachers consistent with the requirements in Section 8501 of the ESEA.

Public Reporting of Progress

TEA is required to publicly report how LEAs use Title IV, Part A funds and track their progress toward program goals. Consequently, recipient LEAs must maintain annual records documenting their progress, making them available to TEA and auditors for review and public disclosure. TEA publishes each LEA’s prior-year progress annually, and statewide data is available on the TEA Title IV, Part A webpage.
